I would go to autozone, napa, etc and get a blower motor, just to be sure. I had a 2000 tahoe that the blower motor went out. Its super easy to replace. If it still doesn't work, its an easy enough return https://www.youtube.com/watch?v=91ynkj-qdRcedit: The video shows a suburban, but it should be very similar

Did they check the blower motor resistor?

what about the resistor assembly ? normally it will still run on high only without that but I have seen one that did nothing , then was fine with it replaced
can you find a wiring diagram and disconnect the plug for the blower and run a wire and fuse from the battery to that connection I think the orange wire also give it a ground if the motor runs
plug or wiring , do you have power to the fan
worst case if it runs when you give the fan power direct , wire it up on off with a switch it will always be high when on but beats no blower at all

If you have a multimeter you can unplug and ohm the terminals if anything read O/L its shot.

I had issues with my Colorado, finally had to twist the spades in the resistor harness, so that they made good contact.

Gonna have to get a test light and get to work. New parts are sometimes bad, if you have power to something, and not from it, there you go. Best of luck.

A lot of parts shops have a no return policy for electrical items. This is because people will get something like a blower motor , plug it in and it burns it out because of another issue. The parts shop can't easily test it when it comes back.

parts replacers only get so far
could be a broken wire , you have to find where you have power and where you don't and what is in between and why
is their power to the controller ?
mufti meter and a wiring diagram

What GCP said, wire tracing and testing is where your at now, they have basically thrown all the parts at it they can at this point. Blower speed controls are a rheostat, although I have seen them fail normally it will be one or two speeds that will not function. My best guess without seeing it in person to diagnose is wiring or connector issue.

Find a new shop. It's a simple circuit, they should be able to diag it properly, tell you what's wrong, and replace only the part that needs to be replaced. They've already thrown a controller, blower motor and a resistor at it in the hopes that it would fix it,and it didn't. Sounds like they're guessing without performing a proper electrical diag. Don't let them guess your money away anymore. Take it to a shop with a reputation for knowing what they're doing with electrical work. Their labor rate might be higher, but you'll only pay for the right part to be replaced, not all the parts.

I’ve had this happen in a couple vehicles- in my case it was the blower motor bearings just changed the motor fan combo out both times - suburban and RAV 4

My local carquest is really good with returns. keep your receipt and the packaging intact. Napa is bad for not doing returns. I have not tried electrical components. Your mileage may vary.
