Kinda of hard to mess up with having to get a CITES tag. I'm thinking PETA people working in the DNR.

Wouldn't make sense with the low value and nomadic nature and time it takes to connect with otter. Not like setting for beaver where you can expect a high percentage catch over night.

Here was the last email I got, just emailed the DNR and asked what is going on with them.

Dear Indiana Trapper,
The river otter trapping season is currently open, but the statewide river otter harvest quota of 600 has almost been reached with 590 otters harvested.

If the season closes early, an email will be sent to all individuals that possess an Indiana trapping license or any license that is valid for trapping river otter in Indiana. Additionally, the total number of river otters harvested to date can be found by clicking on the River Otter Trapping link at: hunting.IN.gov

Trappers will have 48 hours to remove all otter sets. An individual who traps an otter accidentally after this grace period or during the closed season must notify the DNR within 24 hours of capture and make arrangements to give the otter to the DNR.

An exception may be given for an individual that traps a river otter within 48 hours of the close of the season and has not yet reached his/her own bag limit, which is two river otters per license holder.

If you have any questions, email us at dfw@dnr.in.gov or call the DNR Customer Service at (317) 232-4200 or (877) 463-6367, 8:30 a.m. - 4 p.m. Monday through Friday.

I received the same email. Something is very fishy. Our quota was not met until mid January the last couple of years. The anti theory could hold water. They might be trying to buck the system and cause confusion. I would lean towards a computer glitch though.

I called the number and the lady said that they are all receiving calls about this and are working to find out what's going on.
