Make a lot of things goes down gun owners own NFA items most people won't be able to afford to pay $200 for every magazine or firearm that takes a magazine capable of holding more than 10 rounds. They'll register at you and stash in the rest. And now they'll have a very effective name address photos and fingerprints of millions of guns and gun owners.
