Just ignore him and do your job. He works for the company that has subcontracted the cleaning company you work for. You're not co workers.
How does he try to start fights if you aren't talking to him? Why is he jealous of you again? He'd rather be working for the cleaning company is that why?

And Dave, the maintenance guys at my work have a radio playing while they are working. So they can hear it while welding or using air tools to do their job. It is hard work and they like to enjoy it a little.
