Caused when the water on one side of the forming ice is moving faster than the other. The ice starts to slowly rotate. Like was said above, Most commonly occur at eddy's.
They're pretty cool looking.
How big across was that section of river?

Cool photo, Tom. I have seen them a time or two, but never that big. I took an Instamatic snap-shot of one about 5-6 feet across back in the early 70's. Still have the photo somewhere around this place.
