Otter reproduction and biology and management has been well documented in all parts of North America-whether you know it or not.
There are plenty of Otter in Ontario-we have supplied otters for re introductions in parts of your country more than once due to them being extirpated-no surprise.
Just out of curiosity what is the annual havest number of otter in your state?

Statewide harvest peaked 2011 through 2013 (during the last good fur markets) at well over 4000 otter harvested. The county in which I live (787 sq miles) has an annual harvest ranging from 125 to in excess of 200 otter, depending on the market. Today, statewide harvest is 1400 to 1900 with the poor market.
Missouri restocked 845 otter from 1982 to 1992. Season was opened in 1996. I began working for the Conservation Department in 1988. I assisted with several releases of Louisiana otter.
Anyway……sounds like season up yonder is too long. We’re smart enough to close season prior to having pups in the den.

Ontario produces 1/2 the Canadian harvest and 1/4 of the North American harvest.

I'm pretty sure Arkansas was trading otter to Missouri for turkey back in the 80's. A well known trapper in these parts told me about catching otter in No. 11's for the Missouri Conservation Department for study and release.

Yea they traded a lot of turkeys for otter!
