So Dudley Do-Right is sitting in his car, with Canadian license plates, conspicuously surveilling people entering/leaving a Montana gun show, and when asked to vacate the premises by local Sheriff deputies, Dudley says 'Okay eh' and just leaves? I can understand why the ATF had no comment.... This sounds like a scene from the movie Canadian Bacon.

This kind of thing has been going on for a long time. About twenty years ago I was in the town of Hyder Alaska, population maybe 50. Hyder is right across the border from Stewart, British Columbia. I was visiting with some local folks in Hyder, sitting by a bonfire, and a RCMP car slowly rolls by. I was a little surprised at that since we were in the USA. I asked the guys I was hanging out with about it. They just laughed and said that they troll through all the time looking for their citizens who might be up to no-good; like buying cheap Alaska booze to take back to Canada. There was no border control at that time, now I think the only border checkpoint is going into Canada; no USA border control the last time I was there.

By the way, next time any of you Americans drive into Canada (anywhere from Alberta westward), and the Cnadian border Nazis give you the hundred and one questions, tell them you are going to Hyder. Invariably they will laugh and say: "so you're going to get Hyderized EH", that means you're going to get drunk and buy some ever-clear, which apparently is not available in Canada.

Another oddity about Hyder (maybe this has changed in the past 20 years), the phone prefix is 604 (a Canadian prefix), and the kids in Hyder Alaska go to public school in Stewart B.C..

The RCMP are incredibly incompetent. Problems usually begin at the top and sour everything below. There’s the odd one with a head on his/her shoulders, I know several active & retired.
