This post shows my ignorance. How can congress stop a strike by private individuals other than giving them what they want?

As far as having a job that you’re on call all the time, the TE&Y crafts knew this when they hired on. I’m just fresh out of sympathy for them. Oh, and BTW, I retired with 38 years on the railroad.
