But when you answer your phone how does it connect you with the legit owner of that number making him think you called him?

Nobody seems to get my main question here. Pay attention dang it!
Again:
Is it possible that the number that called me and the man I spoke to was getting spoofed at the same time I was by a third party? He didn't seem to be phishing...he was irate that I had called him, except it was his number that had called me. Could in this scenario a third party have manipulated all of this? Yes it can happen and I know a couple of people who have received calls from their own number

Yes many tmes they use someone's number for their robo calls. They change numbers almost as fast as they make the calls. That way the NDNC can't trace them.

beaverpeeler, More than likely what happened is he got a call from your spoofed number. Then once he got off the phone with them he called your number back and it connected to you. He didn't know it wasn't you that had called him, just that it was your number. I've gotten calls from people asking who I was blah blah blah. Once we talk for a bit we get it sorted out that someone spoofed my number.
Sometimes they'll see that they had a missed call from your number and call you back trying to figure out what is going on.
