Minn. state as well as the Feds have been buying land along the root river and own 1000s of acres from hwy 26 up to Mound Prairie. There are highways on both sides of the river and was told the government will eventually own everything in between. This has been going on for years.

In WI the Wisconsin River from Spring Green to the Mississippi is already in a reserve on both sides which is probably 50 miles or more.
Also another way a region can gain control or form constraints is to have land owner enrollment in programs, like Pheasants Forever, forest management etc. which can preserve many acres without having to buy the land. Many of those programs are very popular and also allow land owners several options. Many of the acres in this region are already owned by land owners desiring minimal usage or limited usage and they would be vary likely to enroll in programs that fit their land management style and maybe with some financial returns for doing so.
