Yes, federally. Your local may vary. Not without going thru FFL as far as handguns.

I buy out of state all the time thru ffl Same. But question was private party. I believe must go thru FFL on receiving end, for guns of the hand.

technically the seller should ship or bring it to your dealer and you get it transferred to you from there
if this is a friend or a relative or person you know and they don't care then well you do you
this restriction seems very out of the spirit of the 2nd amendment

It is against federal law for a resident of one state to purchase a handgun in another state. It doesn't matter if the seller in the state other than your own holds a FFL or not. For you to obtain the desired handgun legally it must be transferred to a FFL in your state, and you effectively purchase it from that FFL. As you can see, there is a wide difference in understanding of federal firearms regulations. BATFE has a website that answers exactly your kind of question. I recommend you check there and not rely on the questionable advice from forum members. Ref: https://www.atf.gov/firearms/qa/whom-may-unlicensed-person-transfer-firearms-under-gca

You want the pistol, go buy it, bring it home. The seller does not know where you live and doesnt care. The gun is not in a registry so once it is in your possession only YOU could turn yourself in. I tear the labels off of my mattresses also.
Just the right amount of whelm.

Personally, I think it's a very bad idea to buy ANY gun from a private individual without going through a FFL Dealer. You're possibly setting yourself up for trouble. What if the gun was stolen, used in a crime, murder weapon, etc. You have possession of it. . . . tell whomever that you bought it from so-in-so, didn't get any name or OFFICIAL ID from that person? . . . Guess what? . . . ALWAYS CYA! . . .

Somebody this paranoid probably shouldn't own a gun. Paranoid?? . . . not at all. Just cautious enough to know the possible consequences.

the stolen gun registry is a bigger joke than Nics , a much bigger Joke
your LEO has to update it every 6 months to keep it on the list , I would guess less than 1% do because it requires them to track you down , verify it is still gone and the details and sign again.
you keeping the police report your gun was stolen is your CYA
you can always get a bill of sale and snap a picture of the persons drivers license when you exchange money for goods
did this when I bought the last car , guy was selling it for his in-laws came with a signed with the proper name title but it didn't match his name. deal went down in a wally world parking lot it registered fine about to pay the registration for the 2nd year
