I agree, and I think most would agree we dont need more or better wording on how they are going to cite you if you make a mistake. Water level fluctuation is a real thing and beyond our control, its a good example that shows why so called "experts" in far off buildings should not be creating regulations where they have no business creating regulations. Its great that they are willing to listen to trappers concerns, but I'd question why they feel they need regs to cover such a minor detail in the first place. I'm sure there are legitimate concerns... But do we really need a nanny state regulation for it? Is this such a wide spread problem that a reg needs to be put in place to protect the entire state from the chaos? OR are they trying to prevent a few isolated accidents? In my mind NOTHING should be made into regs just to prevent a few isolated accidents, it only burdens people that were already trying do the right thing and creates additional risk for them.

Maybe what we need is a HAND law. If the number of accidents/incidents in a state for a given year can be counted on one hand, it doesn't justify the tax payer expense of a regulation to try to control good law abiding citizens.
