In Michigan if a "Boat" has a motor of some type, it has to be registered. I seen a "boat" one time that was made of 2 big truck inner tubes with a aluminum frame lounge chair straped to it with an umbrella straped to the chair. Then a small piece of plywood held a car battery for his electric Minn Kota trolling motor. Quite a set up.

you can list yourself as manufacture and as the reason you will pay no tax on it , because you built it rather than purchasing it

keep it under 16 feet to avoid coast guard

Years and years ago I was swimming with a young lady and her three kids on 3 truck tires as floats. I tied them together and they fined me because it was an inflatable and the kids had no life jackets!!!!......Susquehana river above Loch Haven.....jk

Missouri has went back and forth on whether you need to have an electric (trolling) motor registered. They've dropped then reinstated it several times. Currently, you don't.

A craft that is propelled by paddle only doesn't have to be registered, BUT, if any kind of motor is attached, the boat must be registered.
SO, if you have a canoe with an electric trolling motor, the boat must be registered but the electric trolling motor does not. Figure that one out.

All Missouri gas boat motors must be registered.
Several of the surrounding states don't have gas boat motor registration. They treat them just like you would a lawn mower. So lots of unscrupulous folks get small stolen boat motors from these surrounding states and sell them in Missouri with just a bill of sale.

In lousiana you have to register homemade boats with wildlife and fisheries. Have to have all receipts for the material then they inspect and stamp hull Id on the back and place a hidden hull id sticker somewhere in case someone changes the stamped ones.

Spotted this beauty in Corky's neck of the woods quite a few years back.

We get a few picnic tables registered as boats every year. Same as any other homemade boat, register by mail or at an office and indicate the boat is homemade and the DNR assigns a HID number and all the other boat rules apply.

These in particular pose an interesting legal question. The regulations state, "Wisconsin law states that these dangerous operating practices are illegal... Operating a boat with a person riding on the bow, deck or gunwale..." Well, the seats on a boat like that could be seen as the gunwale. And I'm pretty sure there are certain safety designs that are required, like rails on a pontoon. No rails or anything like that on these.
