I open with cable cutters and close with channel locks or my bench swager.

I like the snow chain pliers but the tips often break off of them. In a pinch a large screwdriver will open them and a Vice grip pliers will close them easily. I have Vice grips stashed everywhere at the house in the truck and in with my gear. When on sale I pick up a pair or two they are very handy.
