Wasn't the driver on the left in montreal of the day ?
That puts and operator for the front plow up front (levers), operator on the back and as typical for a gov entity, a dang supervisor keeping his hands warm.

Back in the 70s, Chevy vans were the big deal. The maintenance foreman at the mine I worked at had a van…..he installed sanders for both back wheels. Had an electric solenoid switch on the dash, it opened up the sand shoots. Worked so well a couple other guys built them too.

We had sanders on the motors we used in the mine. The big motors ( 50 and 36 ton ) had compressed air to blow sand on the rails. The smaller supply motors ( 18 ton) had gravity feed. We had a 10 ton sand car about a mile in the mine, you would stop there at the beginning of your shift and fill them up. First trip in on Sunday night, you’d sand the heck out of the rails to get the moisture off them. Only bad thing about sanding the track, the sand turns to dust after you run on it, can cause silicosis.

At the time it was probably considered a very innovative design. Nice photo.

After looking at that again I would be surprised if there wasn’t a canvas that went along the side to help block the wind for the guy moving the plow, it would have to have been removed for the picture, but it would help some.

I have an older Sears Catalogs ( mid 50's ) that has these kits available to install in the trunk of your cars.
For dropping sand or salt In front of the rear wheels.

Back when trunks could hold your kids and their friends entering a drive in show . smile

Reminds me of a horse-hoe. Used to horse hoe all the grapes when I was young. Now chemicals do that job
