I was told a long time ll a value dispute, the owner is entitled to claim it is worth whatever he thinks it is. Even in court. What matters next is credibility of the claim. I know of one property the owner claimed damages 20X what it was worth and won.....in court. The state didn't sue him for misrepresentation. They paid him.

If the state of NY thinks misrepresentation of value on financial statement is bad, what other person in entire history of state of NY has State of NY hauled into court for the same reason?
