Half of the wolves around here are collared. Not so much for research as much as for a deterrent for people shooting them out of season I think.

No, they were removed from the ESA list in Idaho, Montana and Wyoming. It is a constant fight, they have been removed and reinstated on it multiple times around the Great Lakes also. This is why they have had some seasons on them back there and then the antis take it back to court with a sympathetic judge and get everything shut down again.
