If a wolf had 1% coyote dna would it still be a wolf? Hybrids don't have protection from my understanding

I don't believe that NYS DEC Rank & File fur bearer biologists
are behind any scheme to eliminate trapping by documenting
wolf/coyote hybridization, or collecting samples of DNA
from the New York State coyote population.

This is, rather, a back door way of banning trapping & hunting
by the animal rights groups in cooperation with New York
universities by funding these graduate studies in exchange
for the documented scientific data which they will use to
apply political pressure to upper level DEC leadership
in order to "protect" the alleged NYS wolf population.

Then the Wolf protection groups will lobby the 9 million strong
New York City democrat voter base to help "Save The Wolves
and we hunters & trappers will be toast.
