This is interesting. I have had the same symptoms for 2 months. Severe chest and nasal congestion (primarily on the left side) that I just can't kick.
I have nothing clever to put here.

What are they treating you for with antibiotics if the tests and cultures are negative? You must get tested properly (bacterial cultures of sinus smears and bronchial phlegm), otherwise you're just breeding multiresistant bacterial strains, destroying your kidneys/liver and achieving nothing. Also, cultures might not show the pathogen if you're currently taking antibiotics that are suppressing its active proliferation. It seems obvious, but there are plenty of incompetent idiots among doctors/techs and a nonzero risk of encountering one (here, for instance, they have this new habit of following protocols blindly, and prescribe Augmentin for all respiratory/dental infections indiscriminately, skipping the culture step, and all that they've achieved is that Augmentin has pretty much lost all its original efficacy).
With a recurring bacterial infection, there's often a source of infection somewhere. With sinuses/respiratory tract infections, it's often the teeth, especially the upper teeth roots, because they're often too close to the sinuses or even poke through the thin sinus bone. Sometimes an unchecked dental infection can even dissolve the maxillary sinus wall and become a permanent source of respiratory infections. It can be asymptomatic otherwise, but get a good dental xray/CT (and someone competent to look at the shots) if you haven't.

The Tooth infections can affect the Heart too. Tonsils, too. Lots of lymph flow between the head/neck and heart/lungs. When I stayed in the hospital with a nasty sinus infection a colleague had brought from her tropical vacation and shared with everyone, several people in our ward were in for a tonsillectomy, following a cardiologist's recommendation. Speaking of infections, if you feel you've become prone to bacterial respiratory infections (with thick colored mucus) or tonsil problems, getting a Pneumococcus conjugate vaccine may be a good idea. Vaccines of the Prevnar series are amazingly efficient. They boost the immunity against a number of Streptococcus pneumoniae strains (it's the bug that mostly causes those tonsil/heart problems). I'm generally cautious with vaccines but I was impressed with Prevnar. It's is one of those vaccines that are not about herd immunity/public safety, but about personal quality of life. Just make sure you're more or less healthy or inbetween acute phases when you get it. My mom has very weak lungs after chemical exposure as a kid, and has suffered from asthma and recurrent bacterial bronchitis her whole life. She got a Prevnar 13 shot a few years ago and hasn't had to deal with a bacterial respiratory infection since, and her periodontal problems nearly disappeared, too.
