I found a wild grape, vine, but its about 3 inches in diameter, and 40 feet high ,if I cut it back will it still grow?? or should I just leave it for the birds, ?

We have wild muscadines around here and they are very sweet. We have abundance of possum grapes and they are not so sweet; slightly bitter.

I have no familiarity with any of the wild Vitis species but cultivated V. labrusca will come back up from the ground every time.

Once established I'm not sure you can kill a grape plant .
Chemicals are the only thing i found.
If you just cut or prune I think they get stronger.
Sprouting up anywhere along the root system if they need to
Seems that way with my fence rows, and I have cut them at the ground 2 " thick or more.

If you cut the wild grape vine back, it will grow back very quickly, the next growing season.

You can also graft domestic grape cuttings onto the next shoots that form, if you want a different variety. Having a massive amount of roots to feed it will make the graft grow very quickly too.
