specifically the SBR language was a mistake left in after they were told they could not ban handguns , they only went after SBR becuase they were sure that Americans would make light handy easy to carry rifles and shotguns after handguns were made illegal and there is a history of the Gov changing it in 1936 when they realized they had made a huge number of very common 22 rifles illegal and again in 1968 after they had sold millions of M1 carbines aka SBRs at the time to civilians in direct sales.
