North Korea is under several sacitions for a multitude of reasons. Car/truck ownership is very rare there. There is a shortage of gasoline there. A lot of their older but common miltary vehicles have been set up to run wood gasification/wood smoke as a fuel. Very old (100+ years) technology. Last ditch effort to keep things running without oil imports.
