The average IQ in Haiti is 67, which is mentally challenged in the US. At that IQ level, people can't understand cause and effect. The other half of the island is the Dominican Republic and is stable and prosperous. The Dominicans allow Haitians in to work during the day, but they must be out before dark. Imagine that?
