Could be insurance companies, here a company had some accidents and the insurance company said back off the OT or they would drop them so OT was cut.

I was demoted to part-time about 6 weeks ago. I was told part-time is 27 hours a week. Soo, I was cut back to 4 days a week for two weeks that netted @ 36 hours/week, then was asked if I could work 5 days a week and have averaged 45 hours a week since. I was told my market is not sustainable for a full-time tech. They said my full-time benefits would end the day my part-time status started. Apparently, my district supervisor had no clue what she was talking about about. As long as I had averaged over 30 hours/week over the past 12 months, corporate says I keep my bene's. Seems like I will be good for another year, the way it looks. Those of us (all 55+) that got the call had the option of leaving with a 3 month severence pay/benefits deal or taking the part-time option. I chose part-time because I really don't need to work that much and I could pick up benefits from my lover, if necessary. I also had a hunch I would be working way more than part-time. So far, I'm winning.
