I started seeds for years with one cool white one soft white 48 inch florescent tube in a standard shop light on chains in a shelf so I could raise them as the plants grew.

I've had good luck with stuff from Harbor Freight.

used to be they got a crazy sum for what they called a grow light
I could buy a basic fixture and 2 bulbs for what they wanted for the grow bulb

I bought my set up in 2001 most of the fixtures have had the balasts go out or bulbs burn out in the last 20 years but used them for a lot of seasons.

Nice.

A person could also consider placing 1 of those heat mats under it to improve growth even more.

I also used the cool white, warm white, combo..I don't know if you can even find a warm white fluorescent now....That combo gives you full spectrum light, or close enough... and yes, 4' grow light tubes were crazy expensive. Haven't started plants in quite a while, have 4' grow lights affordable now?
