Actually it is Harmeet Dillon of the Civil Rights Division. Blondi as usual is out of the loop. Harmeet's position within the DOJ is kind of an autonomous one as it is a position requiring Senate confirmation meaning she answers to the President though technically subordinate to Blondi.
