Onna serious note though ... Say this went though , wonder what the stipulations would be ? Like would you need to have a ceran back ground ? Mabye like a mandatory training deal ? A license? I mean I could see people having to get certified, make sure your set up has something like a blue force tracker ( it's a thing we had in most of our vehicles. Basically a GPS teaching map that showed all friendlies in an area so you not shooting at eveyone and everything). I mean honestly kinda don't want some of the nut jobs we have out th we days sailing around shooting up anyone and everyone that looks a lil off.....Mabye you'd have to have a certain sized vessel... Also what about the captured stuff ? Wonder if it would all just get sunk or could we auction that stuff off ? I mean yeah destroy the drugs but have y'all seen some of those drugs boats ? Big $$$

No no you got it wall wrong ..we shoot the engines take them as hostages , milk them for info for where the other boats are , sell the boat , ransom then to there government or collect a bounty from the coast guard and repeat !

Background

Article I, Section 8, Clause 11 of the Constitution authorizes Congress to “grant Letters of Marque and Reprisal.” Once a commonly used tool against piracy, letters of marque authorized private citizens to seize enemy vessels with their cargoes and crew. The Cartel Marque and Reprisal Reauthorization Act would give President Trump authority from Congress to allow private citizens and groups to join in defending the United States from cartels on land and sea.

The Cartel Marque and Reprisal Reauthorization Act:

Authorizes and commissions the President of the United States to issue letters of marque and reprisal, according to the judgment of the President, to employ all reasonably necessary means to seize outside the geographic boundaries of the United States and its territories the person and property of any cartel or conspirator of a cartel or cartel-linked organization.
Specifies that cartels or conspirators subject to letters of marque and reprisal must be responsible for an act of aggression against the United States.
Requires the President to call for the posting of a security bond to ensure that the letter is executed according to its terms and conditions prior to issuing any letter of marque and reprisal."

From what I don't know, but it is a distraction. I have never seen a president keep the media more confused and chasing rabbits than PRESIDENT TRUMP.

This is correct. Letters of marque, which is how I assume this would work, are part of the powers granted to Congress, not the executive. The president cannot issue them, only Congress. But then again, it's listed as part of congress's power to declare war, and Congress has basically given up that power to the executive, so who knows.

Spraying chemicals from drones would be the best way to take the boats intact. You could take the crew out on the first pass and then kill the oxygen to the motors, so that they stop running. It would be easy to clean out the air intakes and carburetors afterwards. You just wouldn't let anyone else know your methods, so they couldn't prepare for it.

Should be able to shoot one to set the stage and get everyone's attention - then count off in 3's and shoot every 3rd one.

Then you'll have to apply for big money preference points and wait 15-20 years to get the license
