Turtle eggs....snapping, mud, or slider's eggs. Little chilly for turtle eggs. Not when they were layed by the turtle.....a few months ago. That could be true, no shells around like normally is when a nest is raided though.

Don't believe turtle eggs overwinter....
Sandy turtle egg laying sites are scavenged year-round down here. Critters dig up the egg shell and any that didn't hatch.

It's gotta be an old set location....they're digging at the lure/urine odors in the soil. My guess also SW I see a coyote track to the left and what appear to be human prints on the lower side of the holes

You folks are over thinking it. Trapping season opened here a little over a month ago. I target foxes and that is it this time of year. What would be in the ground that I would know is there?
It’s that simple and yes they want at it that bad. They can smell it 18” down and even greater for every inch of dirt they scratch off.

The only sand like that around here is on golf courses lol I do for the most part. I do leave those that look sketchy on location but if they come home and get processed, they end up in the ground.
