Is there a name on it by any chance ? I'd almost guess it could be something a blacksmith would have in their shop ?

Or possibly something for measuring out the distance between seeds in the garden ?

I think it might be something a tin smith would use to shape metal. Look up pexto stake anvil.

It appears to be some sort of hardy tool, that would fit in a hole in an anvil, for shaping metal.

I was thinking that tapered square shaft might also fit in a hardy hole aka the hole in an anvil

and given it's shape likely be for forming the socket on tools to take a wooden handle
