Well worn sheath and blade so it's been used. Commonly those rigging knives are sharpened with a file to give them a 'tooth' to cut rope so they all look sharpened up after a while.
How'd it make to Kansas? Who knows; maybe some old boy maybe some Navy bosun had it, them came to Kansas to retire or live or for whatever reason people come to Kansas; then when he died it got sold or passed on with his other stuff.

Added:
I'll betcha that spike and knife blade are carbon steel and not stainless. Look at the spike, it looks polished for the first 1/3 of it's length.
That's where it got it's most use, picking out knots and pushing the pointed end in between the lays of rope to back weave eyes. Manila and hemp rope being somewhat abrasive it polished the steel spike from long use.
