If there is no tag with the ashes I would just put them in a nice and quiet place in the woods and let them be.
Unless you can trace that RV you found them in back to the previous owner, you may never figure out who they belong to
FYI my MIL was cremated. The tag was attached to her body (no idea how, maybe a string?) and when FIL got ashes back the tag was attached to the bag where it was tied up.

There may be something like these in the ashes, which you can identify them with.
My girlfriend found a tag like those in Woodlawn Cemetery, back when we in college, in a pile of ashes.

No tag and the bone were ground. The ashes were in a bag inside the urn when I first found it. Must have been stuffy in there …… I don’t open it anymore after it’s out of the bag. It would be a Pandora’s box with my luck.
