Cigarettes never came in the MREs but in Germany we had ration cards for cigarettes, liquor, coffee, and tea as we were restricted on how much we were allowed to buy each month as we could buy those items so much cheaper on post than the Germans could on the economy. Needless to say there were enterprising guys in the barracks with a black market side hustle and more than a few got busted down for it.

I still remember it was four cartons and ten loose packs per month. Can't recall the others as liquor in the barracks was automatic article 15, ask me how I know lol, though half case of beer per was allowed. Coffee was considered a nice gift when invited to visit a German family. You always brought a gift of some sort.

I never participated as I'm a smoker but I always had a "spare" carton of GCQ cigarettes in my ruck when in the field for trading stock.

If memory serves those GCQs were 25 cents a pack at the commisary.
