The how is that they mostly get it through the UN.

The why is because those in charge (Congress/president) haven't put a stop to it, simple as that. Congress appropriates, the president signs into law. If any organization or country gets our money, it's because Congress appropriated it and the president approved it. They could stop giving that money if they wanted to.

My guess is now we are working on rare earth minerals. We are not at war with them as far as I can tell now so it's back to finding a way to get something out of a country that we don't have here.

^Trump doesn't get to decide. Congress decides where the money goes, not the president. The president can encourage certain spending decisions, and veto ones he doesn't like, but deciding where money goes is a legislative power, not an executive power.
