They need capitalist investors to build it back up so they can steel it and reboot the communist bank account. They ran out of other people's money and need more.

They're hoping to mimic the success China has had; still communism but without state controlled commerce.

Still a steep challenge with the continued US embargo. Little foreign interest in investment under current conditions.

We should hope that US capitalist will want to fund the growth. Should be a low cost start up compared to in the US, but may take some time to turn things around. I hope we do as China could also look at this as a good place to invest as they are doing in Africa and other southern hemisphere nations.

Anything would be a step up for those living in Cuba.
A friend married a Cuban lady many years ago. They live in the US. Her parents still live in Cuba. Poverty is rampant. Garbage hasn't been picked up in months, water not fit to drink, decent food hard to come by, no electricity, etc.
They would love to see the US move in and take control. A would be a strategic move. Would not like to see China there.

I was in Cuba in 1999. Nice little houses that the government made for folks with television and radio. But for cooking they had gravity flow diesel for a small burner. One toothbrush shared by the whole family (no toothpaste), no toilet paper either. They had a rag hanging next to the toilet that you need to wash out when done with it. They all looked mortified when I asked to use the bathroom. Luckily, just to pee.

Normally a tourist would not have had access to see any of that but I had rented a car and gave a woman and her young daughter a ride out in the countryside and by way of thanking me they made lunch. They had to send a kid running over to the neighbors to borrow some rice because their monthly allotment had been used up. Then a quick trip to the father's place to kill a chicken. Then the whole family watched me and my wife eat but they didn't have any themselves.

The whole reason she was off in the country was selling a few chickens into a resort area on the beach. Nicest folks ever. When speaking of Fidel Castro they would not say his name out loud but just stroke their chin as the sign for bearded one. They were not fans.

If it hadn't been a hardship on the family I would have brought that rag back and sent it to you to do a DNA test on to verify gringo usage or not. Only the truth from my laptop compadre.
