Have friend that's having dog trouble. A couple imparticular are trashing their pool, torn through their screened in back porch etc. Home owners call the city AC officer out few days ago and he informs them unless they have dog contained he can't help, so he goes and tries to talk with dog owner. After AC officer leaves; dog owner calls home owner, rakes her over and informs home owner her cousin is LEO and if AC gets her dog she can get it back without fines. Home owners are good people and I'm trying to help, any of Ya'll ever had to deal with any thing like this. It is a female dog so sometimes she's stringing half of the neighborhood dogs behind her.

I know we have a city and county leash law but I will have to find out how they read. Dog owner has already informed the home owner if AC officer picks up her dog she will be able to get it back without any fines because their cousin is a police officer.

Harass it with a paint ball gun. It will eventually get the point. The dog owner might even do something after the dog comes home covered in slimy paint.

Doing anything to the dog will result in animal cruelty charges, no matter what the leash law reads. You're dealing with dogs and cat owners, not people with rational thinking. A couple years ago a woman near hear tried shooting at a stray dog out of a window and killed her neighbor, so I wouldn't suggest that to anyone either. I'm just going to take a stab in the dark that if AC get's her dog their cop friend wont do anything for them, and it build evidence for going after the dog owner for damages. How many places are the police and animal control directly connected? Here our township trustees administer over an animal damage fund. Usually used for killed livestock. The fund is where your dog and animal taxes go. If the trustee pays for damage, they will go after the pet owner if known.
My suggestion is that since the pet owner is in their face refusing to control a animal that they know is causeing damage. I'd suggest to the home owner to catch the dog for animal control. Take pictures of the dog in the yard and especially if it's doing damage and of any damage it's done. If the pet owner refuses to pay for repairs and they will refuse, turn it over to trustee's animal damage fund, then smaoll claims court. If the leo arranges for the release of the animal call him/her as a witness in the court case. Let them explain why they used infuence to skirt the law.

I had a call today from a guy whos neighbor has poisoned his cats, shot at him and his dogs with a .22. He has called the local police and his neighbor talked his way out of it. Sounds ridiculous but I just told him to save a cat body in a bag, call the county and state police, call the EPA., and call the Wisconsin DNR all at once. My neighbor had this happen 20 years ago and got hit with a 10,000.00 fine. Once all these agency's are involved there will be no way to sweep it under the rug. HOW can you talk your way out of shooting at someone?

HOW can you talk your way out of shooting at someone? Thats easy...Proof There is alot of situations when a disgruntled neighbor will make false accusations against another. It could stem from something as simple as trimming a tree close to the lot line 3 years ago lol Do what Mike said keep bringing it to the local humane society. Paying out $92 a pop is going to get old in a hurry.
Just ask your mommy...

Keep it legal, keep it documented (lots of pictures with date stamps), call the elected authorities; that's what your taxes go for. If at first you don't succeed, go higher on the totem pole.

If they have evidence that the dog did that much damage already I would take them to small claims court or just litigate it I wouldn't let them get away with it. People are always acting like they can get special treatmentbecause of one reason or another. Most LEO do not appreciate people including friends asking for it and they really don't appreciate even their own dog damaging others stuff. I would point out tomy friends or relatives that they were butt holes for allowing their dog or cat to disrespect peoples property. I think it's a pychotic person with the dog who will not get any help with her problems and she needs to be dealt with. Stay on the bich not the dog maybecall the leo and ask for his help since she brought him up. I know he would not app. her comments. Crazy people are hard to deal with good luck.

Most pounds will loan a live trap to catch a dog. After catching the dog deliver it with the trap back to the pound(with all identification removed) problem solved.
