You have to apply to the local board of health and meet the requirements. It boils down to public health and safety. We get about 100 per year and have no problem. The thing is there has to be damage. Many in MA try to get one because they don't own Hancock, Bailey, or Beaver cage traps. Under the law thats not a reason (I don't agree with it but thats the way it is). I hope this helps and if you want a copy of the requirements contact send me a message and I'll send them to you.
