Superglue, may have to hold it in place with duct tape will the glue sets properly though.

Just because something is legal doesn't make it smart.

Brush strips. Available at garage door installation companies. Make sure to cut them a hair long so they seal well at the ends. You can get them in various widths. I install them at manufactuirng companies and other locations for bird control, also.

I get mine from a company about 35 miles north of me..... Midwest Garage Door in Pawnee, IL.

Ron I'm guessing that the bristles on them are
Stiff enough to deter the bats from entering!
An apoxy type glue might work on the brush
Guards if there not too heavy!

Drill it and use small plastic masonry anchors. That jam should be full of mortar. This would be a long term fix.

I dont suggest glue for exclusion work of any kind to hold base material. Solid secure fasteners are the best and only way to go for longterm attachment. Vinyl curtain strip panels would work also if acceptable for bird and bat exclusion prevention measures if properly installed on all sides and bottom length.
