OK, on this job, the coon chewed through the vent and got into the house. The coon was caught but now time to fix up the damage and seal it up to prevent other animals from using that entry point. The kicker is that the main power drop is in the way and to make matters worse, the wires are chewed up by the coon. So how should it be approached? I for one do not like being electrocuted.

After the power company shuts off the power and with an electrician on hand to fix the chewed up wires!

My feelings as well. Basically just common sense. I had a squirrel job for a bank last fall. The house wiring in the attic was chewed with copper
showing. I didn't have to go near it.(trapped from the outside) But it was on the signed contract/liability that a licensed electrician needed to be in there at the first possible opportunity.

Just because something is legal doesn't make it smart.

If you call the power co. they will come put a temporary boot around the taps so work can be done on the house. As far as the wire repairs, it depends on which side of the taps the damage is on. If its on the road side the power co. will fix it, if its the entrance cable you have to get an electrician

I don't understand how the raccoon didn't die from chewing on the wires.

As long as the raccoon wasn't grounded and didn't touch both leads at the same time. Same reason a bird can sit on 20 kv wires and not die

The coon never completed the circuit. As long as you don't touch both legs at the same time, completing the circuit or creating a pathway for the current to flow through, you "should" be safe. But as in all things electrical better safe than sorry. Have the client schedule a time for the power company to drop the power. While it's down do the seal work. As far as the damage to the wires the power company is responsible for the lines up to the tie in to the house, past that point it's the home owner's responsibility. If the damage is on the home owner's side go ahead and have an electrician on site while the power is down.

Some years ago I had a raccoon get tangled in wiring for a large company that manufactured mining equipment. He managed to use his body to close down three large shops. He was still alive when I got there and seeing what he did and the fact that he was still breathing is probably why I watch shows like "Grimm", "Almost Human", and "Agents of S.H.I.E.L.D." and believe every word.

Around here, everything from the meter out to the street belongs to the power co. Here, they will disconect/drop the wires while you do repairs, and come back to re-connect. I have used foam pipe insulation to make my own sleaves, just for safety.
