Welcome to the world of commercial accounts.
Be thankful he even told you their terms up front as most of the time you won't find out that they are Net 45 until you submit your final bill. Other issues you can encounter are special training to access a facility, insurance requirements, mandatory meetings, job site access time frames, job interference (I don't care what so and so said, you can't put that trap here), and special qualifications (OSHA 10, aerial lift license, etc.). You can always dictate to them that they need to pay a percent for materials, but be ready to shell out 100% of the materials cost yourself (especially on projects under $10,000).
It isn't illegal to tell someone they won't pay now and for most corporate clients you have to realize that they have a protocol to go through with multiple departments to authorize a release of funds and usually cannot pay at the end of service. This payment fiasco is a major reason why I no longer charge inspection fees for commercial accounts and just include it on the back end. On the positive side, once you get in you're now an authorized vendor so you may get quite a bit more work from them without having to lift a finger.
Of course, you can always refuse to accept the job.
