Looks like a trappers mark to me, don't believe it's a state stamp. IMO

I'm thinking trappers mark. Most state stamps are longer and more definitive.

Trapper's mark

Property of state stamping at factory didn't start until after 1915 (post pat date pans) with "Origin of Ownership" provision as required by first Congessional appropriation that funded official predator control & equipment.
Some pre-pat date bear traps and wolf traps may have NFS, US-FS, or just US hand stamps applied from 1905-1911.
