I did not make these, bought them from a fella at a convention but they would not be that hard to duplicate. Just need some pipe, a saw, a vise and a drill. There is plenty of clearance on 1/2" rebar so it slides down, no problem, and the V shape notch behind the J hook locks up tight. They work very well and have a lot less surface to get hung up than the ones with the angled arms.

No, it's a toggle to attach to a different system. It will toggle right into a swivel, say .
