We've had them lay eggs at work on our gravel roof, 5 stories up.

Killdeer nests in Bad locations have been successfully moved to safer one about 15' at a time. Has to be done by the proper authorities.

Killdeer like to lay their eggs right on a gravel bar near the water. Have seen them many times near my house in an industrial park where I run my Beagles. Fun to watch them try to fake us out and lead us away. Interesting note: Industrial parks buildings have huge flat roofs with rubber sheeting and it's held down with rounded creek grave, and, as it's not perfectly flat, the roofs will collect standing water and the Killdeer will nest on those roofs, just like a gravel bar. The new style electronically welded plastic materials are not useful to them, and their numbers are dwindling in the urban areas.

But without details; it is a bird in the Scolopacidae Family, inward formed eggs so they don't roll out of a ground nest. There are too many dark spots for a Piping plover missed your response 330
