Anybody know what kind of material is used in them. I am trying to make something, and can't find a glue or solvent that will hold it together. I've tried Barge Cement and Gorilla Contact Cement,l with no joy.

Thanks for all the tips so far. The project is no big deal, I want to take a large fish basket, and turn it into a floater. I wrapped a pool noodle around the neck of the basket and used a large wire tie, 30", thru the center hole to keep it in place, and I want to seal the ends to get the extra flotation. Have some Hurricane tape, (super Duct tape), to hold it, but don't have a lot of confidence in it. Gonna see if I can find some of the recommendations and maybe try them. Must be the off season. LOL

I used to put pool noodles around fish baskets and milk crakes for clamming. I used plastic wire ties. Sometimes I put two noodles for extra flotation.

Great stuff foam might work for that/. It won't.Silicone won't either.
