This rule that was rolled back applied to farm ponds if I'm not mistaken. Seems like it was more of a tax collection scheme more than a clean water rule. Not a farmer so not for sure.

Here is my understanding of what has happened:

The Clean Water Act, as passed by Congress and signed by the President, was limited to "navigable waters." The Obama administration sought to illegally expand the purview to anything that ultimately ran into navigable waters. In other words, expand what the act covered to every creek, stream, drainage ditch, swamp, and drain tile in the country. The Trump administration has restored the original intent of the act.

I have a feeling it did contribute to the decline of Mr. Muskrat. Used to be lots of weeds and grasses along those polluted banks along with many rats......Not sure just an uneducated observation......jk
