Cut a circle out of cardboard to use as a mask and spray the wheels. Make sure to clean the rust off first.

Get serious paint, like implement paint. Something tough. Or use bedliner.

Too late now, but if my rims need painted I do it right before I get tires, not after.

You can oil the tires so the paint don't stick to them, then after painting just wipe off overspray.

Maaco was good for that. Used to work at a caddy dealer, we had a black seville come in for work. It was ALL black. Wheels, tires, fenderliners, grill, locks, all the trim. Everything except lights and windows. And the orange peel was 100%.

If you're not concerned about looking good and just concerned about the rim rusting through, just clean them well with soap and water, hit the rust with some rough sandpaper, and then paint it with some sort of rust convertor, and then a coat of silver paint. Something you apply with a brush would probably work better than something that sprays on.

Rust spots bubble up, not sure how much sanding is go happen. I decide get tires. Last week Thursday. An forgot about rims until today

I'd hit it with a grinder or drill and wire brush, then red oxide primer (Rust-Oleum rusty metal primer) then your silver. Red oxide or lead are the best metal primers you can get in my opinion, for metal that isn't pristine.

The slickest trick I've seen was a guy that flipped a lot of cars.
He left the tires on the car and let the air out of them.
Pushed back the outside bead & went behind with plastic & newspaper to protect tire.
Paint the rims, remove masking and air up your tire.
Now a lot of body shops do this to save time.

I put newspaper in 6 slots in rims. To protect rotors, pads calibers an drums. Spray inside steel wheels to get inside done, some places inside csn see rust on others paint. At short distance it look fantastic. Compare to bfore. Reslly hard get perfect. With new tires on rims on pickuo
