Ive seen similar insect damage like that in dead trees before the emerald borer came through......

I've seen plenty of elm trees like that, after the bugs get to them after the dutch elm disease went through. But it also looks like every single ash tree here in eastern WI.

Beats me regarding ash borer, but I see that on every dead pine tree that I remove bark from and the reason is ants.
