The Big Ten has decided they will only play conference games/teams this year. They will probably play a 10 game season.

EXACTLY! So the point is? By cutting back to 10 games, and trying to set that up over 13 or 14 weeks, they can be flexible. Delay games a week or two if needed. Also many of the non conference smaller schools don't have as much money, so some are not even bothering to test their players. Testing only after someone gets sick, which is usually too late. Also smaller schools are the least important games, so if you have a shortened season where you may only get in a few games before it's cancelled, or maybe get in most of the games, why not have them be the best games against the best teams you can play. Also by the conference setting the tone be deciding conference games only, they will have a better ability to stop everything if needed. The whole thing makes sense to me.
