I plan to trap otters in the same locations I’ve been successful in the past, utilizing blind sets and castor mound sets in bays and channels on a flowage.
I want to try something different- I’ve had a lot of otters ( same pod) swimming out in front of my pier foraging along the way.
I really never use bait for otters but what’s a good option or set to draw them into shore?

Sounds like a good spot for an otter float. Couple of different posts on here about them.

Don't waste your time looking for toilets or setting up floats. Just set up every pinch point you can find In the area your trapping. If you have to make them just get It done.
Otter are travelers here today gone for weeks at a time.

have you tried Bottom Edge Sets yet?
They cut corners when travelling flowage channels.
