“To restrict the use of steel jaw leghold traps and conibear traps on animals in the United States”
Also owning traps! It doesn't prohibit owning the traps, just prohibits owning those traps that are acquired in violation of the act: (a) Prohibited Acts.—It shall be unlawful for any person— (1) to import, export, deliver, carry, or transport by any means whatever, in interstate commerce, any steel-jaw leghold trap or Conibear trap; or (2) to sell, receive, acquire, or purchase any steel-jaw leghold trap or Conibear trap that was delivered, carried, or transported in violation of paragraph (1). Of course it's still a terrible proposal, but there would be nothing preventing you from making traps and using them in the State where they are manufactured.

I have spoken to quite a few folks on this. It seems every few years this similar bill is introduced and falls in committee where this one currently is sitting. One reason is that the individual states control their game and taking processes currently. There would need to be a restructuring as to how the current laws are written for a federal ban to mean anything. Kinda like Marijuana laws and individual states. This doesn't mean that this is a dead horse it just means that it has little face value and would need backed 6 ways from Sunday to be enacted and actually effective.

Lots of things are going down the tubes after the GA debacle we trappers tend to be less politically aggressive than, say, NRA. This trusting attitude has to change. One political party is attempting to implement a Marxist revolution to end our constitutional republic. The other political party is mostly self-enforced careerists, for whom “moderation” is a goal, regardless of the challenge. If the GOP can’t stand up to protect the presidency from a blatantly stolen election, then they won’t fight for trapping. We trappers must only support very strong, strident conservatives. We cannot afford to sit on the sidelines by virtue of “playing fair” or being reasonable. Our opponents don’t want to stop us, they want to round us up and put us in camps.

So the good news is, HR 8828 was introduce in the 116th congress. So that bill is dead. The bad news is, it can be reintroduced in the new 117th congress. That is now controlled by a majority democratic administration, House and the Senate. We'll have to wait to see how long it takes for a new bill to show up, or if it will be hidden in some other bill or act.
Life is hard. It's even harder if your stupid!

Totally accurate summation.
