There are ways to route around the unfinished section . The keystones carries alot of oil from the Dakota's its not just canadian oil .

Canada completed the pipeline from northern Alberta too Burnaby(Vancouver) in the early 50’s. Plenty of oil is already going too China. Work on twinning it is currently ongoing, contrary too what bozo sezs.
